Tata Kelola Multi-Tingkat dalam Pengembangan Desa Wisata: Analisis Polycentric Governance atas Pasal 17M-S UU No. 18 Tahun 2025 dan Rancangan Model Governance Desa Wisata Indonesia

Pasal 17M-S UU No. 18 Tahun 2025 memperkenalkan Desa Wisata sebagai kategori pariwisata baru dengan empat klasifikasi: Desa Wisata Rintisan, Berkembang, Maju, dan Mandiri. Inovasi ini merespons potensi 6.000+ desa di Indonesia yang berpotensi mengembangkan pariwisata, tetapi keberhasilannya bergantung pada tata kelola multi-tingkat yang jelas antara pemerintah pusat, provinsi, kabupaten/kota, dan desa. Struktur pemerintahan Indonesia yang kompleks—dengan UU No. 6/2014 tentang Desa yang memberikan otonomi fiskal dan administratif kepada desa—menciptakan potensi fragmentasi koordinasi yang dapat menghambat pengembangan desa wisata. Artikel ini mengaplikasikan framework polycentric governance (Ostrom, 2010) dan multi-level governance (Hooghe & Marks, 2003) untuk menganalisis tantangan koordinasi Pasal 17M-S dan merumuskan rancangan Model Governance Desa Wisata Indonesia (MGDWI). Metodologi menggabungkan analisis dokumen kebijakan, benchmarking terhadap empat yurisdiksi (Jepang dengan mura-okoshi dan chiiki okoshi kyouryoukutai, Bhutan dengan gewog-based governance, Spanyol dengan Asociación de Desarrollo Rural, Thailand dengan OTOP-tourism linkage), dan evaluasi praktik 45 desa wisata pilot Indonesia. Temuan menunjukkan tiga pola kritis: pertama, keberhasilan desa wisata internasional bergantung pada pembagian kewenangan yang jelas tetapi overlap yang fungsional antar-tingkat pemerintahan (bukan strict hierarchy). Kedua, pendanaan efektif memerlukan kombinasi transfer pusat yang predictable dengan otonomi fiskal desa yang meaningful. Ketiga, kapasitas lokal merupakan bottleneck utama yang perlu intervensi terstruktur, seperti program LRC Jepang. Artikel ini mengusulkan MGDWI dengan lima prinsip tata kelola, empat fase pengembangan yang align dengan klasifikasi UU No. 18/2025, mekanisme koordinasi tiga-tingkat (nasional-provinsi-kabupaten) yang mendukung otonomi desa, dan Kader Pembangunan Desa Wisata (KPDW) sebagai program yang mengadopsi konsep LRC Jepang.
