Meetings, Incentives, Conferences, Exhibitions sebagai Segmen Strategis Pariwisata: Analisis Gap Regulasi UU No. 18 Tahun 2025 dan Rancangan Indonesia MICE Strategy

Meetings, Incentives, Conferences, Exhibitions (MICE) merupakan segmen pariwisata dengan yield per delegate tertinggi—USD 3.127 pada 2024 (ICCA GlobeWatch, 2025) atau 3-5 kali lipat wisatawan leisure. UU No. 18 Tahun 2025 hanya menyinggung MICE secara sepintas sebagai salah satu jenis usaha pariwisata dalam Pasal 14 (warisan UU No. 10/2009), tanpa pengaturan strategis atau struktur kelembagaan yang memadai. Kekosongan ini bertolak belakang dengan praktik negara-negara ASEAN kompetitor: Thailand dengan Thailand Convention and Exhibition Bureau (TCEB) yang berhasil mengantarkan Bangkok ke ranking 7 global dan Thailand ke rank 1 ASEAN dengan 158 meetings pada 2024; Singapura dengan Singapore Exhibition & Convention Bureau (SECB) yang konsisten menempatkan Singapura di top 3 global city dengan 144 meetings; Malaysia dengan Malaysia Convention & Exhibition Bureau (MyCEB) dengan Kuala Lumpur pada rank 26 global. Indonesia dengan Bali pada rank 38 global (54 meetings) menunjukkan kapabilitas yang signifikan tetapi tidak ter-scale ke tingkat nasional. Artikel ini menganalisis gap regulasi dan operasional MICE Indonesia melalui kerangka business tourism economics (Davidson & Cope, 2003), event leveraging (Chalip, 2004), dan destination competitiveness (Crouch & Ritchie, 1999). Metodologi menggabungkan analisis dokumen regulasi, benchmarking tiga convention bureau ASEAN (TCEB Thailand, SECB Singapura, MyCEB Malaysia), dan evaluasi kapasitas MICE Indonesia saat ini. Temuan menunjukkan tiga pola strategis: pertama, keberhasilan MICE bergantung pada convention bureau sebagai single point of authority yang dibedakan dari kementerian pariwisata umum—dengan board komersial, anggaran ring-fenced, dan KPI spesifik. Kedua, MICE memerlukan instrumen insentif fiskal yang berbeda dari pariwisata leisure—bid support fund, subvention program, dan sales mission subsidies. Ketiga, integrasi MICE dengan knowledge economy (universitas, industri, asosiasi profesional domestik) menghasilkan spillover jangka panjang yang melampaui dampak ekonomi langsung. Artikel ini mengusulkan rancangan Indonesia MICE Strategy (IMS) dengan pembentukan Indonesia MICE Bureau (IMB) sebagai badan semi-otonom, delapan instrumen kebijakan prioritas, target ranking top 20 global pada 2030, dan roadmap implementasi lima tahun dengan anggaran Rp 400-600 miliar per tahun.
